When you download Visual Studio Express 2010 it will install as version 10. If you have projects that are version 11 (still Visual Studio Express 2010) then they will not load. How do you upgrade from version 10 to 11?
I have tried to upgrade with the program itself, but it takes me to a defunct Microsoft link.
P.S. The link to the ISO of Visual Studio Express 2010 is dead: http://www.microsoft.com/visualstudio/en-us/products/2010-editions/express-iso. However where it links to is not: http://go.microsoft.com/?linkid=9709969. Use the last link to download it.
I figured it out. Visual Studio Express 2010 is version 10 and installing XNA 4.0 upgrades it to version 11 (specifically the projects created will be version 11 and Visual Studio will remain version 10). It now loads my version 11 projects!

I have upgraded to VS 2019 but I am worried that if I need to go back to VS 2017 then I might not be able to downgrade my code?

You don't have to downgrade. Visual Studio 2019 and 2017 run side by side. Installing Visual Studio 2019 installs a new application in a different path. It doesn't upgrade VS 2017, so there's no reason to downgrade.
I'm using VS 2017 and VS 2019 on the same machine for about 6 months now without issues.

I've already edited the vstemplate file to change the version number from 11.0 to 12.0 like the answer to a similar question says on here, but that only makes Visual Studio crash after a create a Windows Store XAML Monogame project instead of giving me the version error. The project ends up getting created, but after I restart visual studio it doesn't want to open any of the source files even after I retarget the project to Windows 8.1. Im using visual studio 2013 express btw.
After a lot of problems, I found a better way of getting it to work.
First install Visual studio 2013 (or 2012, that will work too)
Download XNA 4.0 Refresh and install it
Download MonoGame 3.2 and install it
Then you can start using the MonoGame templates in Visual Studio without problems.
Haven't tried it for a Store app, but it fixed all my other problems with Visual Studio 2013 and MonoGame. I used Visual Studio 2013 Express for Desktop to test it.
My Google-fu has failed: I can only find downloads compatible with Visual Studio 2012.

The older binaries are still available on NuGet (scroll all the way down to Version History) which should still be compatible with VS2010, but as mentioned those are older builds. Gotta move along with the times, they say...

It looks like this was a design decision made by Jamie Cansdale. If you want to use Visual Studio 2003 then you need a 2.x version of TestDriven.Net
