Read Image as base64 string; Out of memory exception - c#

I'm trying to convert images in a directory as base64 strings. when I test it in local computer it works, but on the server it gives out of memory exception:
here is my method:

How to open a rendered RDL report in a new tab in MVC Web API?

I just figured out how to render my RDL report to pdf file but it's currently in the temporary folder. The next step should be for it to open in a new window or tab for viewing. I tried many solutions but nothing seems to be working.

Corrupted image is produced using base64 encryption [duplicate]

How do you convert an image from a path on the user's computer to a base64 string in C#?
For example, I have the path to the image (in the format C:/image/1.gif) and would like to have a data URI like data:image/gif;base64,/9j/4AAQSkZJRgABAgEAYABgAAD.. representing the 1.gif image returned.

How to Zip a folder with encrypt password using ICSharplib

How to Zip a folder using ICSharplib.
Is there any way I can add a encrypt password while zipping it ?
There is no option that I can use any other dll. Have to use only ICSharplib.

ASP.NET Image Upload Parameter Not Valid. Exception

Im just trying to save a file to disk using a posted stream from jquery uploadify
I'm also getting Parameter not valid.

Use image converter to load from byte array:

It seems your stream type is not valid for Bitmap object, try to copy stream to MemoryStream, and give MemoryStream as a parameter of Bitmap
and remove second dispose as #Aliostad mentoined
