I am looking for an easy to use, maintain and extensible search engine (intranet, enterprise search engine) based on .Net technologies, better open source which is more capable of extension. Just similar to Apache Lucene and Apache Solr. I want to search html page only.
I tried Microsoft Search Server and find it is not easy to maintain, use and extend, not easy to make own UI, bound too tight to SharePoint. I am using VSTS 2008 + C#.

If you are looking for an out of the box, configurable, free solution, you can check out Searchblox, I have had pretty good success with it. It's not open source though.

The title basically says it all. What programs should I download to start developing in C#? I already have Atom installed it that helps.

Visual Studio if a natural choice if you can, because a lot of businesses use that tool for development, and I'm assuming you want to learn it from a career perspective. However, Microsoft came out with VS Express (https://visualstudio.microsoft.com/vs/express/) as a means to get a free version of the tool with limited functionality. It can work for you and be a good place to start, or look at a tool like VS Code. That is a nice tool that works a lot differently from Visual Studio, but has a lot of functionality and capabilities.
Sometimes, when you are getting started, you just have to pick an option and go with it; a lot of what you will learn will carry over and there are a lot of good online resources.

I want to develop a search engine for my department intranet site to let colleagues searching document for download and information in html page.
I proposed to use Lucene.Net & .Net C#/VB to build up the searching (web application). But it is hard to found tutorial/sample on it, i don't know how to do the indexing on document, html page content...
I am looking for related tutorial/reference. Thanks.

I recently developed a win form application in C#. Now application is complete and working fine as expected. Now i want to implement licensing feature in it i.e either user buy license key or simply run trial version that expire after some time. Since i have very few time left in Deployment so i prefer some already existing library that did the job for me. More preferable some open source one but paid version also works. In case if there is no such existing solution then please guide me how to implement that.
Take a look at Eziriz's products. I use both of them, one for great obfuscation and the other for licensing. While the obfuscator itself has good support for licensing, IntelliLock is maybe something you'd want to look at for a robust solution.

I am wondering if anyone knows of an open source c# library for beautifying javascript. I would like to make use of such a library within my asp net website to make debugging messy javascript easier.
There are currently many online websites for this (ie. http://jsbeautifier.org/) however I would like to have access to such a utility within c#, even if it is just a wrapper for communicating with an online API.

The site you pointed out suggests a command line tool. Wouldn't it be enough for you?
To beautify from the command-line you
can use provided beautify-cl.js
script, using Rhino javascript engine.

I built a GIS application around Twitter and now its getting some interest.
But one of the requirements is that they don't want any outside dependencies.
So I'll need to mimic Twitters functions.
