can someone give a sample implementation of 3d secure for an ecommerce application?

Implementation depends on payment gateway providers. you will have to contact their support or check their manual for it.
I have worked with "The Logic Group" and BT payment gateway providers in UK so if you are using one of these then let me know I can be of some help.

You didnt give a lot of information in your question. Your options depend on what you're attempting to acheive.
Your options are either
You're integrating with a payment service provider. Most will offer 3d secure processing, ask them for help.
You're rolling your own 3d secure service. In this case you will need to either purchase or develop an MPI (Merchant Plug-In) that passes the 3dsecure messages to Visa and MasterCard. In this case your best option is to purchase an MPI from a 3rd party vendor, otherwise be prepared for a lengthy and costly integration directly with Visa and MasterCard.

You need to use third-party components witch are available in different kind and prices, or you can develop it your own with socket programming.

you also need to enable IMAP on your Gmail account so you can send and receive with IMAP Protocol in your application. For sending emails you also need SMTP configuration to be set.

I am going to write a webDAV server hosting in IIS with ASP.NET. I think I have to write a new one because I have to integrate it with our custom security module. Actually I think I have to check some security (membership and roles) concerns on webDAV file request and respond to request based on that security concerns.
How can I write a WebDAV server? Or are there any libraries suitable for me?
Regarding existing libraries - there exists a free webdav project on SourceForge, then there exist paid components on http://webdavsystem.com and we offer WebDAV server within our SecureBlackbox component suite. All of them can be integrated with IIS. Offered level of fine-tuning such as authentication control and filesystem access is of course different. Our SecureBlackbox is biased towards flexibility and feature-richness.

We are programming a website which use UPS as shipping method. Administrator of the site must approve every order manually, create things propertly with UPS and then just get the tracking number and put it in our system. So we do not use any API from UPS or anything.
Is there a "static" URL like : http://ups.com/apage/{0} we may format to replace the {0} by the tracking number that the administrator will enter in our system?
I know I could search in google, but I'm not realy sure of what to write after UPS URL Tracking number didn't results me anything usefull.
You are required to use the UPS API when interacting with their system to either track packages or manage shipments. Any other use is in violation of their terms of service.
I don't know their terms of service as others have mentioned, but GMail just links to the following when it finds a tracking number in a message. I would assume you could use the same:

we are in the process of determining what would be the best technology to write our signage player . Although we are a C# house with some experience in Java, all the talk has been about Java and Mono. Also the platform we are going to build on would be a linux box.
The player has to be very intelligent and support scheduling, content change triggers by external applications (by web services), time synchronization of content, content show in different portions of the screen, video/live streamed feed etc.
We will also need to create a designer to allow the design team to create webgl content.
There is some OpenGl experience in the company so we could leverage this.
Would this be a good choice?

That would be an excellent choice IF and only IF you have a good grasp on Javascript or your timeline isn't too tight in case you don't dominate Javascript. If going on a linux box, chances are you're better off with a custom build of Firefox or Chromium running your app alone without the browser parts (menus, tabs, etc).
My team here is working with HTML5+Javascript+Canvas/WebGL on the client side almost exclusively now because it is very fast to develop and needs almost no setup.

I want to integrate SMS service with the software I am developing, so that users could send SMS to their clients.
Perhaps you can get actual SMS integration by sending an email ('[phoneNumber]#[carrierDomainName]'). This is how I integrated paging into my EventLog in the past. The cellphone domain name for each carrier shouldn't be too hard to determine. Verizon's is vtext.com.
Really the question that you need to ask is, which SMS service would be easiest to integrate with C#. Most of them out there have Web APIs, which would be easy enough to tie in with a C# application.

Of course, to send SMS this way will cost money (usually in the form of credits with your chosen gateway). If you meant to ask how can you interact with a physical phone to send messages, well that would all depend on the phone, it's o/s and software available for it.
