I need a basic sample to know how I can record voice in metro application (C#)?
Search for MediaCapture API to find information about that.
MSDN MediaCapture class reference: http://msdn.microsoft.com/library/windows/apps/BR241124?cs-save-lang=1&cs-lang=csharp#code-snippet-1
There is a method called StartRecordToStreamAsync, which takes MediaEncodingProfile as a parameter. You can create a profile for MP3-only capture using MediaEncodingProfileCreateMp3() static method:
var profile = MediaEncodingProfileCreateMp3(AudioEncodingQuality.High)

Is it possible to use google map API in windows metro style app using C# and XAML ?
It's very possible. Use JSON or REST Services entailed in the Google MAP API. With those you can do just about any platform. Please state what you've tried, and be more specific in the future.

I'm developing an app that supports two languages, user can change the language tapping a textblock in top/right of the screen, the language is saved into a global variable.
what's the best way to load that text for the correct language?

I am not sure where I have to start to create .NET application (C#) to "Capture Live Video from various Video Devices."
Any clue?
There is a code project project that does what you are looking for using directx.

I am very new to the DirectShow.net library.
I want to create a project which should use the DirectShow.net library and capture an image as well as video. Is there any link for a sample application of the same?
Thanks
One way of doing this could be that you use a frame grabber in your capture graph... kind of like:
source->frame grabber->avi mux->file writer
You can then capture images in your call back function, while the rest of the graph would continue capturing video.
