I want to clarify, cleaner - if you only want to write the error handling code in one spot then you could use AOP (eg PostSharp). But realise with error handlers via AOP they would then be compiled everywhere in your exe.
Also keep in mind this defeats the rule that exception handlers should be used exceptionally.
I'm not sure why you wrap a string cast to an int in a Try-Catch.
You could just handle unexpected exceptions in one place by setting up Global Exception handlers Application.ThreadException and AppDomain.CurrentDomain.UnhandledException. Remember to handle all the exceptions you expect such as the string to int cast.
You could use a Func for this cast but it would be easier with the simple method: Integer.TryParse.

What is clean does depend on a lot of factors. A general exception handler via PostSharp or other AOP handlers e.g. the Exception Handling Application Block from the Enterprise Library does even let you configure your policy. Although a nice idea it has never gained much traction until the policy injecion application block was in place which is also an AOP framework which would allow you to handle exceptions centrally in a configurable way.
However in reality exception handling remains hard. The first rule should be to never hide exceptions. You can catch them of course but you should always log them when you do not let them propagate further. What if your GenericLibrary uses some config file to decide in which locale the integers should be processed and it does not find its config file? You get repeated errors but you will never find out the root cause until you debug it because you throw away the exception object and return a string instead.
An equally bad "handling" strategy is to to

This will give you the error messsage but you loose the complete call stack and any inner exceptions. This is especially bad if you receive some generic wrapper exception like TargetInvocationException which contains only a generic error message.
The right handling strategy depends quite much on your specific context. If you mean with console application a small application which is not delivered to customers then it is usually the simpliest to remove all catch handlers in a first pass and handle them globally in the main method. Then when you have got experience with the most common non fatal errors you can re add the necessary catch handlers to regain robustness. Now you continue to work on non fatal errors but you keep the failfast strategy for the fatal ones.
Any previous answer here does only give you the advice to use this or that strategy but you need to decide which exceptions are non critical to your app on a case by case basis. When you catch everything you won´t find out why your app did nothing because of internally catched errors. If you have no handling at all your app will terminate on every non fatal error (e.g. it can be ok to return 0 if the value cannot be parsed in your app).
For a small console app I would

This way you get automatic logging of the .NET Framework in the application event log with no extra effort if your app does crash. If your console app is executed e.g. as a scheduled job printing the output to the console will not help you much. This is the cleanest way of handling exceptions: No handling at all and let your application crash so you can find out what went wrong in the application event log.
If you deploy besides your executable the pdbs for release builds you also get the line numbers and file infos which makes it really easy to spot the error in most cases.
If your application is mission critical or delivered to customers it can happen that you
need to employ some logging framework to log to some private log file. The difference between a console application and a windows application is only a flag in the PE header.
A Windows application will detach from the currently started console whereas a console application will remain attached to it. That is the only difference. You can also create a WPF application in a console application but it will block your console as long as it will run which is perhaps not the thing you did want.
But if you switch to a Windows application you can allocate a new console to make Console.WriteLine happen to work again and you can continue to use printf debugging which is perhaps the most used debugging method although a quite old fashioned one.
Usually you would add a tracing library to your application to follow your application flow which is by default off. Logging should also be done which is always on which does only error logging. With that approach you have more troublesshooting options at customer machines if error logging is not enough.

How should I deal with errors in my C++ based dll?

I have created a C++ DLL and I am using it in a C# application. How should I report errors?
Use exceptions and throw my errors, or print them on std::cout or std::cerr, or something else? If I issue an exception inside my DLL, will my C# application be able to catch it? What is the best course of action on this regard?
Here's an example output from C# using PInvoke to call a method which throws std::exception.

Note: In this case throw_exception() is the exposed native method and it called a sub-method, but you can't see that part of the stack trace. All you get for deepest stack frame is the native boundary.
So, it isn't perfect, but it does work. Returning error codes is probably the most standard way to handle this, but if you're the only consumer of the library it probably won't make much difference.
Note: stdin/stdout is generally the worst way to handle errors. The exception being that it's not so bad to write a custom error handling object or set of routines that everything in the application can access when something goes wrong. (The output from such an interface might sometimes be stdin/stdout or a file or whatever is useful as configured) think log4j or log4net here...
Generally, logging is only part of error handling. You've still got to signal other parts of your application to respond to adverse conditions and (hopefully) recover from them. Here, only error codes or exceptions really work well (and exceptions are to be minimized from main program flow anyways).
Don't print errors on stdout or stderr! You need to return errors programatically so the C# application has a chance to handle them. What if the host application is a GUI app?
Throwing exceptions from a C++ DLL is fraught with peril. Even if your application was C++, it would have to be compiled with the exact same compiler as the DLL, like #ebyrob said. Calling from C#, I'm not sure.
Best course of action is returning error codes.
It really depends on how strong the error is. Most libraries that I've seen will return a success or failure result value from their function calls that you can check for manually in your code when you use it. They usually provide another method that just retrieves the error message in case you want to see it.
Save throw exceptions for the really big stuff that you can't continue without, this will force people using your library to fix those errors (or at the very least, see that there is a big problem).
I would not recommend printing anything in the console window, it is a very slow operation and having it in there forces anyone using your library to have that overhead with little option for optimization. If they want to print the error messages, they can just retrieve the error data from your library and print them out themselves.

What's the best way to handle the exceptions and how to deal with them in asp.net

First, I'm already familiar with the simple exception handling syntax but I'm asking about the best place, the best time and the best way to deal with them.
I'm building an N-Layered application. so I think the DAL will sometime generate some errors to handle .. and I just learned about the SqlException class, what's the deal with that class ? I once saw a code that handles the SqlException then it handles Exception!
After knowing the practice and where I'm going to handle them, I'm planning to create a method to connect to the database and log the errors in a database so I could fix it but still I don't know what information should I collect to allow me identify the whole situation!
I thought exceptions handling was not a big deal. but every now and then I read some strange advices -that I never understood- on the questions comments but no one could answer me since it was some very old questions!

Exception handling is a big deal, and it's not simple to design a good strategy for that.
First of all, some general rules:
Exceptions occur when the running code is completely unable to go ahead, so maybe it tried to handle some internal exceptions but ultimately failed. Think about TCP connection: if a damaged packet arrives, it's an exception, but TCP protocol can handle it. If too many are damaged, an I/O or socket exception is thrown
Exceptions can not always be handled. In almost all cases, when you get an exception from underlying layers you are unable to run corrective code. If your application depends on a DB and that is offline, when you get the exception about it you can only display an error message
Exceptions can be unexpected, and can reveal design or implementation flaws. For example, an implementation flaw can be the situation in which you have a redundant DB but when you fail to connect to frist mirror you don't try with the second
For the third point, it's important to log exceptions and periodically analyse logs to find any weird situation. So, let's begin with the concrete answer.
First of all
think about "handling" the exception. When you write every single code line, think about the possible problems that may prevent it from completing, and think about the possible corrective actions. if any are possible. An error message is not a good handling way, it's the latest strategy.
Don't start to write try-catch(Exception), but prefer specific exceptions. If you need to parse strings to numbers etc, then expect FormatException, if you need to cast from Object to your type expect InvalidCastException
When you write lower-level layers
don't hesitate to throw exceptions!! Don't do like many folks do, ie. return null or use (like ANSI C) a boolean return value and reference parameters. Exceptions are there for that. If you can handle an exception (ie. you don't find a local file but you know you have a remote backup, so handle FileNotFoundException by calling the remote mirror, but if you can't still connect then ultimately throw) then do it and try to resume computation, but if you cannot then throw. And don't forget to throw the inner exception, if present, because it is helpful for logging in the highest layer.
Basically, you can still decide to throw an exception on your own even if you don't catch any! And this is highly recommended especially when function parameters are invalid!
Another good option is to still log in the underlying layers. You actually want to log no matter an exception occurs.
When you log
remember to give an adequate severity to the messages. If you find via code that your DB is offline, that's not an unexpected exception. Still log it as an error, but don't worry about code bugs when you investigate the logs. Instead, if you catch an exception that your code is unable to recognize (a NullReferenceException is a classic example) then log with highest severity, ie. fatal, to give it maximum priority!
A good strategy for ASP.NET
can surely be based upon Page.OnError method. If you have a base page class for all of the pages of your site, you should definitely override that method. In that method, you should first log your exception.
You also shouldn't abuse of try-catch(Exception) blocks, because if you don't catch an exception you can't handle with catch, you will have to handle it via OnError.
When you run such a method, don't immediately think about Server.RemoveError(). You can prefer to have a static HTML page for HTTP 500 error (that is triggered when an unhandled exception bubbles to ASP.NET runtime) that displays a courtesy message to the user.

The best way to handle exceptions is in the specific layer they apply to. If it is a constraint volation, for example, 2 users with the same name, you should let that bubble up to the UI and alert the user.
Same goes with any business rule violations. Those should bubble up to the UI so the end user knows what went wrong.
A SQL Connectivity error is best handled in the DAL...etc..
The how/when/where to catch exceptions may depend on what your trying to do exactly, its difficult to give an exact catch all always correct answer.

Its good practice to handle the specific exception you believe may occur, if your not sure what type this exception is you can just 'Exception', if you want something specific to occur on a 'SQLException' and something else to happen with an 'Exception' then there is certainly nothing wrong with writing code that handles both.

This exception will be caught but you'll never know it happened, hence this is not a good idea, and the person using the code will be scratching their head as to whats going on.
I think what you are asking here is a Error/Exception Handling Strategy for any application.
I think it includes:
Where - All places where you think an exception can occur or which need more monitoring like DB calls, External Service Calls, Use of Arrays, User Input Parsing, Type Casting and so on...
How - All you high level layers should throw the exception and it should be captured at the entry point and processed to understand the root cause. Usually you do this in Application_Error() where you catch the exception and log it for troubleshooting. How you log an exception is upto you. A Log File or DB driven log is an option based on your requirements and available resources.
IMO apart from extremely rare circumstances I only ever use exception handling for I/O related code where there are interactions with services and file systems whose functionality and maintenance is beyond the control of my applications.
I have always considered the use try/catch statements to manipulate the logic (flow-of-control) in a program in the same way if/else statement work to be extremely bad practice. Most common exceptions can be avoided if you use the tools at hand correctly.

C# try/catch nightmare

I know how bad this code is but it works like this for a reason!
My question thou: I can see that it crashes somewhere in the EnumerateSomeCoolHardwareDevice(); but it doesn't get caught by the Catch (...) - It just crashes with the send report dialog! This also currently only happen in the release build... Is their ANY reason why my exception will NOT be caught by the catch (...)?
My guess is that you're not getting an Exception in your language/framework but rather EnumerateSomeCoolHardwareDevice() does weird things that simply cause the OS to kill your process. Remember that hardware details are abstracted by frameworks like Java and .NET, so whenever you do something with hardware directly, you're probably relying on unmanaged resources ... and whatever goes wrong there can kill you, catch or not.
One possible reason would be if the EnumerateSomeCoolHardwareDevice() function uses threading. If an exception is thrown in a thread and isn't handled within it's thread then it can crash an application. This simple app can demonstrate what I mean:

If you run that the app will crash and burn rather than catching the exception as you might expect.
In .NET catch (Exception ex) will only catch .NET exceptions, not native exceptions.
This question (catching native exceptions in C#) may help.
Assuming .NET, if EnumerateSomeCoolHardwareDevice uses Win32 methods via PInvoke (to access the hardware) and an error occurs, most Native methods return an error code. If that error code is not handled, and another native method is called anyway (perhaps with empty out parameters from the failed call), a serious native error (such as bad memory access or something similar) can cause a straight program crash, no exception thrown.
Have you tried the attribute

That should wrap any non-.Net exceptions into System.Exception so it will be catched in your code.
If it is only happening on the production machine and not the dev machines then it could be down to DLL mismatches. Double check ALL the referenced DLLs and frameworks are the same version.
Secondly if the error is not being thrown by the EnumerateSomeCoolHardwareDevice() then it will crash the app as there is no way for the exception to get back up the stack (or thats my understanding of try/catches) in my experience this has happened to me before.
Lastly, the microsoft error report usually allows you to inspect what will be sent to MS, this should let you see where the error happened and why (assuming it has readable information within it).
Check the Event Viewer as the error should also be logged there, and normally provides an invaluable source of detail regarding the error and with a bit of digging through the error listed there you should be able to trace the fault.
If you are in .Net version 1.1 use a no parameters catch block like

Prior to .Net 2.0 there could be native exceptions that do not derive from System.Exception.
Also hook to appdomain unhandled exception event and see what happens.
There may be a try..catch inside EnumerateSomeCoolHardwareDevice().
If the exception is caught and handled there, the outer exception won't be hit unless the Exception is thrown again.
(Assuming Java) Both Error and Exception are subclasses of Throwable. If there is an assertion failing in EnumerateSomeCoolHardwareDevice() for example you will get an Error.
My guess is that there's a stack overflow happening. The .NET VM simply shuts down Release build processes that encounter a stack overflow, no CLR exceptions thrown. There's probably an internal try / catch inside that function that catches StackOverflowException one way or other, that's why it's not propagating to your code in Debug builds either.
The easiest way to figure out what's going on is by making a debug build, attaching a debugger and instructing the debugger to break before any exceptions are thrown (in Visual Studio, Debug/Exceptions and tick "Thrown" for "Common Language Runtime Exceptions" and possibly other ones as well, in cordbg.exe "catch exception")
If it is crashing madly and is using a SerialPort object then it is probably because at some point it skips onto a background thread and an exception happens here. IIRC the .DataReceived event or however you get information back from a serial port returns data on a background thread. Should an exception be thrown in this routine then the entire application will bail.
Find the background thread and put some exception handling round it.
What types of exception have you seen behaving in this way? Do you have a list of them?
Some exceptions will keep propgating up the call stack, even if they've been caught in a catch block, such as ThreadAbortException.
Others are essentially unhandleable, such as StackOverflowException or ExecutionEngineException.
If it is one of these (or some others I have probably missed), then the behaviour is probably as expected. If it is some others, then a deeper look with more information will be necessary.

I'm wondering what the correct way is to pass on an exception from one method to another.
I'm working on a project that is divided into Presentation (web), Business and Logic layers, and errors (e.g. SqlExceptions) need to be passed down the chain to notify the web layer when something goes wrong.
I've seen 3 basic approaches:

I prefer number 3, while my colleague uses method 1, but neither of us can really motivate why.
What are the advantages/disadvantages of using each method? Is there a better method I don't know of? Is there an accepted Best Way?
If you do nothing you should simply let it go upper where some one will handle it.
You can always handle a part of it (like logging) and re-throw it. You can re-throw by simply sending throw; without having to explicit the ex name.

The advantage to handle it is that you can ensure that some mechanism is there to notify you that you have an error where you do not suspect to have one.
But, in some case, let say a Third Party, you want to let the user handle it and when it's that case you should let it continue to bubble up.
I think you should start with a slightly different question
How do I expect other components to interact with exceptions thrown from my module?
If the consumers are quite capable of handling the exceptions thrown by the lower / data layers then quite simply do nothing. The upper layer is capable of handling the exceptions and you should only do the minimum amount necessary to maintain your state and then rethrow.
If the consumers cannot handle low level exceptions but instead need a bit higher level exceptions, then create a new exception class which they can handle. But make sure to pass on the original exception a the inner exception.

Only use try/catch blocks around exceptions you expect and can handle. If you catch something you cannot handle, it defeats the purpose of try/catch which is to handle expected errors.
Catching big exception is rarely a good idea. The first time you catch an OutOfMemoryException are you really going to be able to gracefully handle it? Most API's document the exceptions each method can throw, and those should be the only ones handled and only if you can gracefully handle it.
If you want to handle the error further up the chain, let it bubble up on its own without catching and rethrowing it. The only exception to this would be for logging purposes, but logging at every step is going to do an excessive amount of work. It is better to just document where exceptions your public methods can be expected to allow to bubble up and let the consumer of your API make the decision on how to handle it.
No one has yet pointed out the very first thing you should be thinking of: what are the threats?
When a back-end tier throws an exception, something terrible and unexpected has happened. The unexpected terrible situation might have happened because that tier is under attack by a hostile user. The last thing you want to do in that case is serve up to the attacker a detailed list of everything that went wrong and why. When something goes wrong on the business logic tier the right thing to do is to carefully log all information about the exception and replace the exception with a generic "We're sorry, something went wrong, administration has been alerted, please try again" page.
One of the things to keep track of is all the information you have about the user and what they were doing when the exception happened. That way if you detect that the same user always seems to be causing problems, you can evaluate whether they are likely to be probing you for weaknesses, or simply using an unusual corner of the application that wasn't sufficiently tested.
Get the security design right first, and only then worry about diagnosis and debugging.
I've seen (and held) various strong opinions about this. The answer is that I don't think there currently is an ideal approach in C#.
At one point I felt that (in a Java-minded way) the exception is part of the binary interface of a method, as much as the return type and parameter types. But in C#, it simply isn't. This is clear from the fact that there is no throws specification system.
In other words, you can if you wish take the attitude that only your exception types should fly out of your library's methods, so your clients don't depend on your library's internal details. But few libraries bother to do this.
The official C# team advice is to catch each specific type that might be thrown by a method, if you think you can handle them. Don't catch anything you can't really handle. This implies no encapsulation of internal exceptions at library boundaries.
But in turn, that means that you need perfect documentation of what might be thrown by a given method. Modern applications rely on mounds of third party libraries, rapidly evolving. It makes a mockery of having a static typing system if they are all trying to catch specific exception types that might not be correct in future combinations of library versions, with no compile-time checking.
So people do this:

The problem is that this catches all exception types, including those that fundamentally indicate a severe problem, such as a null reference exception. This means the program is in an unknown state. The moment that is detected, it ought to shut down before it does some damage to the user's persistent data (starts trashing files, database records, etc).
The hidden problem here is try/finally. It's a great language feature - indeed it's essential - but if a serious enough exception is flying up the stack, should it really be causing finally blocks to run? Do you really want the evidence to be destroyed when there's a bug in progress? And if the program is in an unknown state, anything important could be destroyed by those finally blocks.
So what you really want is (updated for C# 6!):

In this example, you would write IsTolerable as an extension method on Exception which returns false if the innermost exception is NullReferenceException, IndexOutOfRangeException, InvalidCastException or any other exception types that you have decided must indicate a low-level error that must halt execution and require investigation. These are "intolerable" situations.
This might be termed "optimistic" exception handling: assuming that all exceptions are tolerable except for a set of known blacklisted types. The alternative (supported by C# 5 and earlier) is the "pessimistic" approach, where only known whitelisted exceptions are considered tolerable and anything else is unhandled.
Years ago the pessimistic approach was the official recommended stance. But these days the CLR itself catches all exceptions in Task.Run so it can move errors between threads. This causes finally blocks to execute. So the CRL is very optimistic by default.
You can also enlist with the AppDomain.UnhandledException event, save as much information as you can for support purposes (at least the stack trace) and then call Environment.FailFast to shut down your process before any finally blocks can execute (which might destroy valuable information needed to investigate the bug, or throw other exceptions that hide the original one).
I'm not sure that there really is an accepted best practices, but IMO

Makes no real sense except for the logging aspect, so I would do this only in a debug build. Catching an rethrowing is costly, so you should have a reason for paying that cost other than just that you like looking at the code.

This one makes no sense at all. It's discarding the real exception and replacing it with one that contains less information about the actual real problem. I can see possibly doing this if I want to augment the exception with some information about what was happening.

But I would say in nearly all cases where you are not handling the exception the best form is to simply let a higher level handler deal with it.

Normally you'd catch only exceptions which you expect, can handle and let application work in a normal way further. In case you'd like to have some additional error logging you'll catch an exception, do logging and rethrow it using "throw;" so the stack trace is not modified. Custom exceptions are usually created for the purpose of reporting your application specific errors.

What is the best way to collect crash data?

So I am sold on the concept of attempting to collect data automatically from a program - i.e., popping up a dialog box that asks the user to send the report when something goes wrong.
I'm working in MS Visual Studio C#.
From an implementation point of view, does it make sense to put a try/catch loop in my main program.cs file, around where the application is run? Like this:

(I'm thinking not because this is a new application, and putting in more specific exception catches means I have an idea of what's going to go wrong... I don't, which is why the above seems to make sense to me.)

I think you are right, you would not know what's going to go wrong, which is the point.
However, you might as well consider adding a handler to the ThreadException event instead.
The code above will work but there will be scenarios where multi threading might be an issue with such code, since not all code inside your windows forms program will be running in the main Application.Run loop thread.
Here's a sample code from the linked article:

On a minor point, using the ThreadException event also allow your main message loop to continue running in case the exception isn't fatal (i.e. fault-tolerance scenarios) whilst the try/catch approach may requires that you restart the main message loop which could cause side effects.
From an implementation point of view, does it make sense to put a try/catch loop in my main program.cs file, around where the application is run?
Sure and always.
You should use Try/Catch-Blocks wherever you do something critical, that might raise an exception.
Therefore you can not really stick to a pattern for that, because you should now, when what exception will be raised. Otherwise these are unhandled exceptions, which let your program crash.
But there are many exceptions, that need not to stop the application entirely, exceptions, that just can be swallowed over, as they are expected and do not critically need the application to stop. Example for that are UnauthorizedAccessExceptions when moving or accessing data with your programm.
You should try to keep you Try/Catch-Blocks as small as needed, as well as to use not too much of them, because of performance.
Some out there use Try/Catch for steering the program's execution. That should entirely be avoided wherever possible, cause raising an Exception is performance killer number 1.
Wrapping a try catch around the whole application will mean the application will exit upon error.
While using a try and catch around each method is hard to maintain.
Best practice is to use specific try catches around units of code that will throw specific exception types such as FormatException and leave the general exception handling to the application level event handlers.

Experience will tell you the type of things that could go wrong. Over time you will notice your app often throwing say IO exceptions around file access so you may then later catch these and give the user more information.
The global handlers for errors will catch everything else. You use these by hooking up event handlers to the two events System.Windows.Forms.Application.ThreadException (see MSDN) and AppDomain.UnhandledException (see MSDN)
Be aware that Out of Memory exceptions and StackOverflowException may not be caught by any error catching.
If you do want to automatically get stack traces, Microsoft do allow you to submit them via the Error Reporting Services. All you need to do is sign up for a Digital Certificate from VeriSign and register it (for free) with Microsoft.
Microsoft then gives you a login for you to download the mini-dumps from a website, which are submitted when a user clicks "Send Error Report".
Although people can hit "Don't Send", at least it is a Microsoft dialog box and possibly not one that you have to code yourself. It would be running 24/7, you wouldn't have to worry about uptime of your web server AND you can submit workaround details for users AND you can deliver updates via Windows Update.

The best approach is to sing up for
AppDomain.UnhandledException and Application.ThreadException In your application's main function. This will allow you to record any unhandled exceptions in your application. Wraping run in a try catch block does not catch every thing.
if you just want to capture crashes, then ignore all errors and let DrWatson generate a minidump for you. Then you can look at that ina debugger (windbg is preferred for minidumps) and it'll show you the line your code went wrong on, and also all the parameters, stack trace, and registers. You can set Drwatson to generate a full dump where you'll get an entire memory core dump to investigate.
I wouldn't recommend putting a try/catch around the entire app unless you want your app to never "crash" in front of the user - it'll always be handled, and probably ignored as there's nothing you can do with the exception at that point.
Sending the minidump to you is another matter though, here's an article, you'll have to do some work to get it sent via email/http/ftp/etc.
