I have simple application design it by C# (windows form application) and the database is Microsoft Access, it work with multi users.
We have Share Drive in our PC ,I put the application and database on the share drive.
How can I protect the application and the database from the users until they do not delete or open it?
MS Access is designed to be slightly better then storing this stuff in Excel Tables, but not so good it will ruin the MS Business with SQL Server. If anything, it is about getting you "hooked on" using Databases.
I think this project plainly went past the scale that Access can support. You need to go to a proper Database Server to go any further - user rights included. SQL Server Express and MySQL should both be avalible and free of charge. And of course there are tons of other Options.

Im developing this desktop app for study reasons
but im using SQL Server for database management so reading around the web i find some articles on this and why it is bad practice, i cannot move my entire project to another PC without installing SQL Server. then i find this:
Save and load inventory
So i don't know what method of saving and loading information I need for this project, I think in SQL Lite or maybe I can use a simple file to save all the information like the mentioned post.
Im using a DB with relationships and i dont know if i can made it with a data persistence file. What should I do? what is the best practice?

Usually your SQL Server would be hosted on a remote computer when used outside development, but it depends on exactly what your application is supposed to do.
If it's a requirement for you to be able to switch computers, and not host your database on a remote server, I'd say using SQLite is a good choice.
Alternatively, you could have 1 big file that has all your data instead of a relational database, although I wouldn't really recommend it. It's good for quick prototyping of things, but all your data would be denormalized, which can end up being more effort to work with than SQL. This is what the inventory example you linked does.
If you are planing to move your application on different computers and don't want to install any database management system there then SQLite is the best option.
All of your data will be stored in one file and you can freely move your application an other PC without installing any database management system there.
Here is good article explaining that in which scenarios SQLite is good choice.

I created a windows form in visual studio 2019 and l connected it to local database....but when l rebuild the project all the data removed from the database..why??
As commented on your question, it's not very clear how you are implementing the database.
I'm going assume that by the fact the data is not persisting that you are using a SQL Database file?
If this is the case then you want to make sure that you are not copying the DB to the output directory every time you build

I have created a web system to display a timetable of teachers.
Teachers have a desktop application (used C#) in their laptops with the same system as web system.
THE CASE IS;
- When the teachers connect to Internet they can fetch the timetables allocated for them.
- Teachers are allowed edit the timetable using their desktop application.
- They must have the ability to sync it to the web system when Internet connection is there.
PROBLEMS:
- I have no idea about how to sync these updated data to the online database.
- How can I temporarily store the fetched , and (or) edited data in the desktop application without creating a temporary database?
- Is there any technology/ plugin to do this task easily?
IMHO, the best option would be to have a local store that can store the application data and sync up with the server whenever the internet connection is working.
The mode would be a database, however, a secure file system also sounds fine.
There is a great deal of thought process involved with using the offline sync model. There should be a conflict check with the server before any data gets overridden to the db. Also, the client app should not loose data between restarts.
I would suggest that you decide on the right approach to sync data, prepare and review the process and consider Various algorithm's for the sync. In case of any specific questions, please post your questions here.

I've developed a desktop application(Accountant App). This application is going to import invoices data and do a lot of other things. All data will be stored on remote database (SQL Server). This app needs some 'pre loaded data' to work properly, like a list containing a bunch of cities etc. My question is: Is better to have this data (cities, states, zipcodes) stored in the remote database or is better to use xml, csv files and deploy them with each individual instance of the application? This data will be updated eventually. And this data will be used frequently by the users.
Well you can either use an external file or store them in the database. I think storing it in the database is the better approach since you won't have to distribute another extra file and all of your data will be at one place. Don't forget to seed the data every time you clear the database though.

I am trying to make an engineering program using C# language, the program requires input from the user to substitute it in the equations but the equations needs lots of constants and coefficients, for example, a frictional coefficient that varies with temperature, so I have tabulated this data in an SQL database table.
So my question: is it possible to make this table included within the application so that the program can be easily published and used so that users do not need to install SQL or any database program.
If using a database is not the right call to create such application how to do this ?
You can use SQL Server Compact for file based databases up to 4GB.
I believe what you're looking for is Visual Studio's SQL Server Project:

To use it for your scenario, you would script out the database WITH data:

It probably won't load in < 5 seconds, but you can also set the db project to just be there & not load every time the project is loaded, then a dev can just re-enable the db project, publish it & disable it again.
