Wondering if anyone is aware of a C# package that enables reading then emulating via NFC.
This would be for a simple RFID card that basically just stores a UID. No encryption.
I have searched here, on github etc and there are some readers/writers out there but nothing to emulate. There is already an app on Play Store to do this, NFC Tools, but there are some concerns there with privacy and storing/sharing information. I would just like to create my own app so I don't have to worry about this.
I always forget my swipe card at home and was looking to make a quick c# (all i know) app to just use my phone to get in the door at work.

It is not possible to emulate the UID on Android.
Android's Host Card Emulation works at a higher level protocol than the UID and Android for security purposes generates a random UID at the low level which you have no control of.
On Android you can really only emulate a Type 4 card using the ISO 7816 protocols (which allows you to emulate the even higher level NDEF data format, this is what NFC-Tools App is doing).
Note that using a UID for access equals no security at all as there are a lot of Chinese clone cards where the UID is programmable (or there are some card formats where the UID is designed as programmable).
The UID in NFC is not designed to be Unique Globally, just most likely to be unique when multiple cards are presented to a reader at the same time to prevent card clash. It is not the same as true RFID UID's

I have a specific requirement of being able to select arbitrary rectangular regions from a source video and to save that region (for a specific time span) to a separate file.
Ideally, the API would support C#/.NET but we're prepared to do it in C++ if that would yield a better end product.
This software will need to run on Windows machines.
I've looked into Direct Show Editing Services and Media Foundation. I've found conflicting information that says DSES is deprecated, but then to use DSES over MF because MF doesn't focus on video editing that much.
Are there are any other APIs that I should look into?
Can you recommend either of the mentioned APIs for the task at hand?

For video editing in Windows desktop apps, DirectShow remains really the only Windows API for this scenario. See Migrating from DirectShow to Media Foundation
For C#, take a look at DirectShow.NET.
DirectShow is not supported for Windows Store, universal Windows apps, Xbox One, or Windows phone 8.
Also keep in mind that DirectShow is impacted by the "N" editions of Windows. See "Who moved my [Windows Media] Cheese"?

As per requirement we need to create a KIOSKI application with limited feature on windows platform. We are planning create the app as windows store app. This app will have credit card payment option. Still I don’t know how to achieve it. I think we have to use some payment gateways for this. I don’t have previous experience with credit card implementation.
Can we implement credit card processing from a windows 8.1 app store app?
Which payment gateway I have to choose for this? The application is for US people.
If you have a solution on this matter please share and guide me to the right path.
Any help would be appreciable.

Checkout https://www.bluepay.com/developers/api-documentation/csharp/. We've used it in our apps; they provide all of the processing & gateway work, including a system for storing card details on their servers for recurring payments. Your app sends requests via HTTP POST. Pricing is reasonable.

Can anyone indicate a good 3270 emulator (which can login, scrape screen, find text, send keys etc. in background) for .NET (win and web). Something very similar to http://www.zephyrcorp.com/legacy-integration/index.htm (apparently zephyr costs like $5k per year, which is quite a lot, for one PC).
I also tried http://open3270.codeplex.com/SourceControl/list/changesets but it's way old and buggy.
Attachmate Reflection is really good, it meets all the requirements you mentioned and it has a great .NET API you can use to easily automate it from your .NET code. They don't list prices on their website but I think it is under $300...
For Desktop: I liked the idea of using a stable and well known client and remote control this instance. Therefore I ended up using x3270 (http://x3270.bgp.nu/) as the full featured, mature client in combination with X3270.Rest (https://www.nuget.org/packages/X3270.Rest/) that let's you remote control it from within a .NET application via the exposed REST interface (http://x3270.bgp.nu/rest.html). Reimplementing a complete new .NET client was not really an option because of all the alternatives out there. All those pitfalls on the road that lead to an reinvented wheel... But with an appropriate interface like the one mentioned it was quite easy to automate tasks without using DDE/HLLAPI.
If running in the background means without visible window one could start the x3270 client from .NET via Process.Start with suitable arguments to avoid a window beeing created.

For a project (test program) I need a list of text ads based on a keyword. For example, for "notebook" I need one or more text ads, like
"Cheap Notebooks Hardware for Home or Office. Deals on Cheap Notebooks! Laptop.BizRate.com" (random, taken from Yahoo when searching for notebook)
or
"Notebook Computer - China Notebook Computer Supplier. High Quality, Competitive Price. Made-in-China.com/Notebook_Computer" (random, taken from Google when searching for notebook)
Of course, I could download a Google search page for notebook and extract the ads from there by parsing the HTML.
But is there an easier way? Maybe some site or api already offers this. I'm using Windows/C# but any Web/xml/etc. api would do.
I'm not interested in signing up for any account, it's not for monetization purposes. Also, I need the actual text, so I cannot just insert a Webbrowser component with an IFRAME. Of course, I don't want to build a list/database of text ads in my program, I want to download them from the Web.

I have a scenario where I have to use the automatic calling functionality using VOIP (Diagrammatically).
I need a system or dialler that will automate the process of dialling and get response through the system. We need a tool that could be able to dial by itself (we don’t have any agent interaction) the given number and will provide the information after processing the dial.
We don’t need any agent interaction, we are supposed to be develop an application that will process an order online, and we need the confirmation with seller by text to speech process i.e. when the customer place an order on-line the system will check the availability of the order from the reseller and give the response to the customer.

automatically and answers them. This is an IVR system. There caller are received by a voice menu. So dealing with
calls is perfectly automated. This system based on an SDK. You can find more information about IVR solution and

Take a look at the hosted voice application platforms: tropo.com, twilio.com, ifbyphone.com, anveo.com etc. They all have good web API's that allow you to initiate and process voice calls.
