I have .net framework web forms that needs to save pdf. But I can't save that to wanted location because application is ran through IISExpres and I cant acces my project directories. This is on localhost but will eventually be on server.
This is code that accepts svg string from javascript.

If the path is accessible via the internet not at a lower level than the application that is running it you just need to map the web path to the underlying server path.
var filePath = HttpContext.Current.Server.MapPath("/download/" +filename);
This will take the path from the root of the website.

You can't guarantee that the current user has write access to the folder from where the file is executed. There is a special folder (APP_DATA) that applications are supposed to use when storing user data on a computer:

Your file will then be stored in a path like "C:\Users\yourusername\AppData\Roaming\YourCompanyOrOrganizationName\token.txt"
It is generally a bad idea to use a relative path in software source code because the "current working directory" of the process that the relative path is relative to can change over the runtime of the application.
Activities like showing a file open dialog or using a third-party component can unexpectedly change the current working directory so that it is dangerous to assume a certain current working directory.
I am using the media plugin for xamarin forms (by james montemagno) and the actual taking of the picture and storing it works fine, I have debugged the creation of the image on the emulator and it is stored in
/storage/emulated/0/Android/data/{APPNAME}.Android/files/Pictures/{DIRECTORYNAME}/{IMAGENAME}
however in my app it will get a list of file names from an API I want to check if the image exists in that folder.
The following works fine on IOS

The problem
I had the same kind of issue with Xamarin Media Plugin. For me, the problem is:
we don't really know where the plugin save the picture on android.
After reading all documentation I found, I just noted this:
... When your user takes a photo it will still store temporary data, but also if needed make a copy to the public gallery (based on platform). In the MediaFile you will now see a AlbumPath that you can query as well.

so you can save your photo to your phone gallery (it will be public) but the path is known.
and we don't know what means "store the temporary data".
Solution
After investigating on how/where an app can store data, I found where the plugin stores photos on Android >> so I can generate back the full file names
In your Android app, the base path you are looking for is:
var basePath = Android.App.Application.Context.GetExternalFilesDir(null).AbsolutePath
It references your app's external private folder. It looks like that:
/storage/emulated/0/Android/data/com.mycompany.myapp/files
So finally to get your full file's path:
var fullPath = basePath + {DIRECTORYNAME} + {FILENAME};
I suggest you to make a dependency service, for instance 'ILocalFileService', that will expose this 'base path' property.

Currently i have this, i need to find a way to make it so that as opposed to writing out the directory of the txt files, i want it to create them in the same location as the exe and access them.
basically i want to change these lines

to something that can be moved around your computer without fear of it not working.
If you're saving the files in the same path as the executable file then you can get the directory using:
string appPath = System.IO.Path.GetDirectoryName(System.Reflection.Assembly.GetExecutingAssembly().Location);
Normally you wouldn't do that, mostly because the install path will be found in the Program Files folders, which require Administrative level access to be modified. You would want to store it in the Application Data folder. That way it is hidden, but commonly accessible through all the users.
You could accomplish such a feat by:
string path = Environment.GetFolderPath(Environment.SpecialFolder.ApplicationData);
string fullPath = Path.Combine(path, #"NameOfApplication");
With those first two lines you'll always have the proper path to a globally accessible location for the application.
Then when you do something you would simply combine the fullPath and the name of the file you attempt to manipulate with FileStream or StreamWriter.
If structured correctly it could be as simple as:

You can't use DirectoryInfo with a URL.
By design, this class only takes a local (or mapped network) path in its constructor.
You need to use System.Net.HttpWebRequest class to get the file from a URL, since it's located on a server on the internet, the only way to retrieve the file is to download it via HTTP.
Edit:
Based on your comments, you are looking to process 1 million files on a server you have access to. There are many ways to handle this.
You can use a network path to the server, such as
var di = new DirectoryInfo("\\servername\path\filename.doc")
You can just use a local path and create your application as a C# Console Application and use a local path. This is what I call a utility. It would be the faster method since it will process everything locally, and avoid network traffic.
var di = new DirectoryInfo("c:\your-folder\your-doc-file.doc")
Since you would run the C# console app directly on the server, the above would work.
DirectoryInfo is just an object that contains information about a directory entry in your file system. It doesn't download a file, which I presume is what you want to do.
The code example at http://msdn.microsoft.com/en-us/library/system.net.httpwebrequest.connection(v=vs.110).aspx is, I think, similar to what you want.
DirectoryInfo is for accessing local files or UNC paths. You cannot use it to access a http addressed page. You first need to download the file, i.e. using HttpWebRequest.
I am using Visual Studio C# to parse an XML document for a file location from a local search tool I am using. Specifically I am using c# to query if the user has access to certain files and hide those to which it does not have access. I seem to have files that should return access is true however because not all files are local (IE some are web files without proper names) it is not showing access to files it should be showing access to. The error right now is caused by a url using .aspx?i=573, is there a work around or am I going to have to just remove all of these files... =/

The issue is, when it attempts to open files like the ....aspx?i=573 it puts them in the catch stack. If I attempt to open the file however the file opens just fine. (IE I have read access but because of either the file type or the append of the '?=' in the file name it tosses it into the unreadable stack.
I want everything that is readable either via url or local access to display else it will catch the error files for me.
I'm not sure exactly what you are trying to do, but if you only want the path of a URI, you can easily drop the query string portion like this:

Console.WriteLine(myUri.AbsolutePath); // ie "home/default.aspx"
You cannot have ? in file names in Windows, but they are valid in URIs (that is why IE can open it, but Windows cannot).
Alternatively, you could just replace the '?' with some other character if you are converting a URL to a filename.
In fact thinking about it now, you could just check to see if your "document" was a URI or not, and if it isn't then try to open the file on the file system. Sounds like you are trying to open any and everything that is supplied, but it wouldn't hurt to performs some checks on the data.

FileStream reads and writes local files. "?" is not valid character for local file name.
It looks like you want to open local and remote files. If it is what you are trying to do you should use approapriate metod of downloading for each type - i.e. for HTTP you WebRequest or related classes.
Note: it would be much easier to answer if you'd say: when url is "..." File.OpenRead(url) failes with exception, mesasge "...".
